Billing software for manpower supply agencies
Turn each client's signed attendance sheet into one GST invoice: man-days at the agreed rate, your service charge, the SAC code and the tax split, done before the 5th.
In short
SimpleERP is GST billing software for manpower supply agencies. Each monthly client invoice lists man-days at the agreed rate plus the service charge, carries SAC codes, and applies CGST and SGST or IGST from the client's state.

A billing day at Sahyadri Workforce Services
On the 2nd of every month the billing desk at Sahyadri Workforce Services in Pune waits for site supervisors to send in attendance sheets signed by each client. Until the sheet is signed, nobody agrees on how many man-days were worked, and the invoice cannot go out.
The sheet from a logistics client's Hoskote warehouse near Bengaluru shows 42 loaders for 26 days with one replacement in week three, and that client wants its Whitefield housekeeping on the same bill. Billed from Pune to Karnataka, it needs IGST, and like most clients it deducts TDS under 194C when it pays.
In SimpleERP the clerk picks the client, adds one line per category with man-days as the quantity, adds the service charge line and saves. The tax split, the SAC summary and the client's balance are done in that one save.
How do I turn a signed attendance sheet into an invoice?
Count man-days per category from the sheet, then enter each category as a line. A replacement worker's days go into the same line, because the client pays for the post being filled, not for a named person.
- Man-days as the unit, so the print reads 1,092 man-days at ₹720 a day.
- Service charge as a separate line, priced as a percentage you work out or a flat amount.
- Site name in the description when one client runs three locations.
- Notes on the invoice for the attendance sheet reference and the billing period.

Which SAC code and GST rate go on a manpower invoice?
Labour supply usually sits under SAC 998519, with contract staffing and placement under nearby codes. GST is generally charged at 18% on the full bill, wages and service charge alike, under forward charge as notified; check your own clients. Rates change, so confirm the rate for your goods with your CA or the GST portal before you rely on it.
| Line | SAC | Man-days or basis | Amount |
|---|---|---|---|
| Loaders, Hoskote warehouse | 998519 | 1,092 at ₹720 | ₹7,86,240 |
| Housekeeping, Whitefield office | 998519 | 312 at ₹680 | ₹2,12,160 |
| Service charge at 8% | 998519 | On ₹9,98,400 | ₹79,872 |
| Taxable value | ₹10,78,272 | ||
| IGST at 18% | ₹1,94,089 | ||
| Invoice total | ₹12,72,361 |
What happens when the client pays short after TDS?
Most corporate clients deduct TDS under section 194C and pay the rest. Allocate the receipt to the invoice, then post a short journal moving the deducted amount to TDS receivable, so the client's ledger shows nil and your claim stays visible.
- Receipts allocated oldest first across a client's open invoices.
- Credit note when a client rejects days on the sheet after the invoice went out.
- Customer statement with a running balance, sent before the follow-up call.

FAQ
Questions, answered
Can the service charge be a percentage of the wages?
Work out the percentage and enter it as an amount on its own line. The line carries the same SAC code and GST rate as the man-days, so the tax stays right.
One client has four sites. Do I raise four invoices?
Either works. Many agencies raise one invoice with a line per site and category; if the client wants separate bills per cost centre, raise one per site from the same customer.
Does the invoice number follow the GST rules?
Yes. Numbers run per financial year, such as INV-2026-27-0041, and stay within the 16 characters GST allows.
Can I bill a placement fee for a permanent hire?
Yes. Save permanent placement as its own service with its SAC code and bill it once when the candidate joins, on the same client ledger as the monthly manpower bills.
